Absolutely.

You must understand, the military plays an integral role in the plan; they are the ones responsible for the institution of a safe zone and a "hot spot", as it were. As many refugees as were uninfected would be allowed to make their way, by their own means, to the safe spot. Of course, you know dogs can smell out those with the infection, don't you?

Others - uninfected souls of the bravest kind, of course - would wait in the hot spot, drawing the attention of the infected until such time as a military outfit could be made available to eliminate the threat.

I've heard all the nonsense about sacrifice this, abandon that...it's utter rubbish. A cache of resources - food and what have you - would be delivered by air transport to the hot spots as often as woul be necessary. If they are the resourceful sort of people, they would be perfectly fine.
